What's your endgame, spooky safe?

During the The Evil Within streams, Joe saw a wobbling safe on the floor and said "What's your end-game, spooky safe?", probably thinking that he was overplaying how much he should be paying attention to it. But then when he tried to go past the safe later, it grew a body and locked him in a room. Then it kept on showing up as a reoccurring enemy for a while.
