Fuuka is one of the main characters in Persona 3 Reload, who Joe noticed would often just say the names of other characters during cutscenes, which Joe started imitating. He puts on a slightly high-pitched voice and says the names of random characters with Japanese honourifics added onto the end, like "-senpai" or "-chan". He also sometimes calls Fuuka "Teal Haru", because she has teal hair and is vaguely similar to Haru from Persona 5.
