Yusuke Kitagawa
Yusuke is a character from Persona 5.
He is notable for Joe developing a vocal impression of him.[1][2] Joe says he has a tendency to accidentally start doing this voice sometimes[3], and that he doesn't think Yusuke's real voice sounds right any more.
The emote [[|25px|link={{{1}}}]][[{{{1}}}]] is a reference to the character and this voice.
The following are some of the things Yusuke said (and some he didn't) that became stream memes, which Joe says in the Yusuke voice sometimes:
