When Joe says this, it's not a reference to any stream. It's just something he says sometimes.
Joe intentionally pronounces various Japanese words wrong to annoy the weebs in his audience. Sometimes these phrases may also lead to the corruption of the English language.
"Chuunibyou" (中二病), is a Japanese word that translates to "eighth-grade syndrome", which describes early teenagers who have grandiose delusions, such as cursed arms and magic powers, in order to stand out. Joe pronounces this word as "chinny bayou" instead.[1]
